Basic Economic Infrastructure

INTRODUCTION:

...”We must recognize that what we call basic economic infrastructure, is an improvement in the biosphere beyond the capacity of the biosphere to develop and defend itself without human cognitive intervention. The Machine Tool Principle

"...There's not a government in Europe, which is more powerful than its central banking system! The government is a flunky of the central banking system! And they even have a control mechanism, called the Maastricht Agreement of the European Union, which ensures that no country has any sovereignty, no government has sovereignty. Because, as long as you're under the control of an independent central banking system, which is independent of government control, but is controlled by a group of international financier-oligarchs, who's running the world?

"Now, of course, government has the intrinsic power to take that power away from central banking systems. But, when you look at the political systems of the world, who has the guts, among the politicians, to take that, and not be shot in the morning? Where do you have a concert of political forces, which are willing to rise in the defense of the sovereignty of their nation or of a group of nations, against the tyranny of international central banking systems? ...

"Anyway. So, the problem is, the United States is the only nation which was created with a Constitution which is adequate to this situation. And, as in the case of the immediate post-World War II period, where the United States was the only nation with any integrity as an authority in monetary affairs, so in 1944, at Bretton Woods, President Roosevelt used the American System of political economy—the anti-British system of political economy—and shoved it down the throats of the British, including Keynes and others, to set up what became known as the Bretton Woods system, or the fixed-exchange-rate system, based on the power of the United States to back a gold-reserve-based fixed-exchange system.

"Now, that's the character of the United States. One has to understand, that the United States was created as the first revolution against the establishment of the British Empire: a British Empire, which was established on Feb. 10, 1763, at the Treaty of Paris. This British Empire, which was then an empire of the British East India Company, not the foolish British monarch, then used the power it gained by the submission of these countries at the end of the Seven Years' War—which the British had organized! The British organized the powers of Europe, to fight one another, to weaken the nations of Europe, so that the Anglo-Dutch Liberal system of imperialism could prevail! “

Some Development Projects

On May 7-9, 1996, Helga Zepp LaRouche was a featured speaker in Beijing,  China, at an historic International Symposium for Development of the Regions along the Euro-Asia Continental Bridge, with over 460 experts and leading officials from 34 countries. The subject of the symposium was a grand strategy for developing the entire Eurasian landmass, by means of an integrated, transcontinental network of modern transport, energy, water, and communications infrastructure. Beijing's hosting of the conference reflected a major strategic policy thrust of the Chinese government, to promote economic development along the "New Silk Road” formed by the newly established Eurasian Continental Bridge rail lines connecting the Pacific coast of China with the Atlantic coast of Europe.

This Eurasian Land-Bridge concept, Mrs. LaRouche told a Washington, D.C. seminar following her Chinese trip, is entirely coherent with, and influenced by, Lyndon LaRouche's concepts of the Productive Triangle and of the science-driver. 

Today, the Schiller Institute is fighting for implementation of the Eurasian Land-Bridge in virtually every nation of the world, as key to reversing the continuing global slide into a New Dark Age. Since the 1996, many governments, policy think-tanks, and other institutions have sponsored conferences, seminars and symposia with speakers from the Schiller Institute, to promote this urgent reconstruction program. 

This ongoing dialogue among nations and cultures, based on the concept of Peace through Economic Development, represents the alternative to the “Clash of Civilizations” curtrently being promoted by those who would wish to destroy the nation state. The Landbridge throughout Eurasia, financed with a New Bretton Woods System, is the only pathway toward rebuilding the world economy, including especially the development of the underdeveloped nations, and it remains is the only basis for establishing durable peace.

The major nations of the world now face a branching point in history. Some powerful Anglo-American and Israeli factions are seeking to trigger a religious war which can spread throughout the southern regions of Eurasia. At the same time, leaders and planners in many nations are moving toward a common project of building new “Eurasian Land-Bridges,” corridors of transport and other new economic infrastructure from Atlantic to Pacific and Indian Oceans.

The second path is known as the Eurasian Land-Bridge proposal of Lyndon LaRouche, an “economic locomotive” to pull the world out of depression, and a “science driver” to spread scientific progress to technology and industry.

EIR, in its Nov. 2, 2001 issue, publishes a new overview of the Eurasian Land-Bridge as works-in-progress. Starting with an overview of the major potential land-bridge corridors from northwest Europe across Eurasia—East-West to Vladivostok, to Lianyungang in China, and through the sub-continent to Southeast Asia; and North-South to the Indian Ocean—EIR's new report describes the plans and progress, as of 2001, of all the great infrastructure projects involved.

The report is written by the director of the European Fusion Energy Forum, Jonathan Tennenbaum, who has frequently represented Lyndon LaRouche and the Schiller Institute in policy discussions on the Land-Bridge in both Russia and China; and features 17 Eurasian project maps prepared by John Sigerson of EIR. The whole is prefaced by remarks of LaRouche concerning the crucial necessity that the United States immediately join its fast-waning economic powers to the construction of the Eurasian Land-Bridges, to rebuild those powers and escape its deepening economic collapse.

`Russia's Eurasian Mission'

Russian President Putin, at the APEC summit in Shanghai Oct. 21-22, 2001, presented what he called “Russia's Eurasian mission” in these same terms; his intervention at Shanghai is also covered extensively in EIR's issue. This “mission” means expanded trade and economic cooperation with China and India, first of all; but with the bigger purpose of creating transportation “bridges” and corridors for rail transport, energy, and communications across Eurasia, from Europe to all parts of the Pacific and Indian Ocean coasts. It includes unifying the Koreas and bridging from Siberia to Japan with such development corridors. China shares this perspective, and adds to it the largest water management and hydroelectric projects in the world, as the only large economy in the world still growing.

If President Bush sought a way out of the accelerating collapse of the American economy--one which, at the same time, opens up a new and peaceful path to dealing with all the nations of Eurasia, including the Mideast--he would seize this “Land-Bridge” development policy like a drowning man a plank. This is the happy option which LaRouche's influence makes possible in such a crisis.

"...Let's look a bit at this, in this picture of the Land-Bridge system crossing over into Eurasia from the United States (Figure 6, above). What you see there, is connectedness. We now have the ability to move freight, as well as passengers, by existing, known modes, at speeds of about 300 miles per hour. We can move them quietly, with magnetic levitation. We can also do a pretty good job even with friction-rail systems—not so good, but we can do it.

"...Now, how can you develop resources? You must build a logistical system, which can support the development of these resources. This is in the middle of a land-area. Well, how do you do it? Well, by developing, not only merely rail connections across Asia, efficient rail connections, but also by developing corridors of development the way our transcontinental railway system developed the states of the West, through large agriculture and other developments on either side of the railroad of the transcontinental system. So the same kind of thing there, but in a more modern way.

We have now, the possibility, going from places like Pusan, at the tip of Korea, all the way to Rotterdam, and other places in Europe, of a continuous route, whereby the ocean travel, as a method of moving high-grade freight from one part of the world to the other, is out of date. We can move the freight more cheaply, more quickly, by land, than we can by sea, in terms of total economic cost. This means a transformation in the relationship of man's relationship to the planet: Suddenly, the inland areas, like the interior of China, Central Asia, North Asia, the Sahara Desert, and other parts of this planet, which were previously inaccessible to mankind for significant exploitation, are now opening up to us, through large-scale infrastructure...”
